To give three readings to “Heat Pump Financing Parcel Tax Bylaw, 2025, No. 10131” to impose a parcel tax on the Heat Pump Financing Program participants that have completed their projects. |

3. | 982, 986, 988 ANNIE STREET AND 975, 981 AND 985 MCKENZIE AVENUE – REZONING AND DEVELOPMENT PERMIT APPLICATION Report of the Director of Planning dated December 20, 2024.
To give three readings to “Zoning Bylaw, 2003, Amendment Bylaw, 2025, No. 10122” to rezone 982, 986, 988 Annie Street and 975, 981 and 985 McKenzie Avenue from single-and two-family dwelling zones to the RA-11 (Apartment) Zone; and approve Development Permit DPR01034 to construct two, six-storey residential buildings with 122 units. Variances are requested for interior side yard setback, parking, parking space depth, driveway location, parking manoeuvring aisle width and Transportation Demand Management Plan. |

4. | TREE PROTECTION BYLAW ALIGNMENT AMENDMENTS Report of the Director of Parks, Recreation and Community Service dated December 23, 2024.
To give three readings to “Tree Protection Bylaw, 2014, Amendment Bylaw, 2025, No. 10135” to align with Council direction to waive the requirement for non-market housing developments to pay cash-in-lieu when required replacement trees cannot be accommodated on site; and, approve to remove Significant Tree #38 from Schedule B of the bylaw due to its poor condition and ill health. |

5. | SIGN BYLAW AMENDMENT Report of the Director of Planning dated December 23, 2024.
To give three readings to “Sign Bylaw, 2006, Amendment Bylaw, 2025, No. 10120” to do necessary housekeeping amendments to ensure clarity and support modernization and simplification of the bylaw. |
