1.

761 ENTERPRISE CRESCENT - MACALONEY BREWERS & DISTILLERS LTD. – AMENDMENT TO EXISTING LIQUOR PRIMARY LICENCE

Report of the Director of Planning dated May 13, 2025.

 

To forward to a Public Hearing the application to amend an existing Liquor Primary Liquor Licence for Macaloney Brewers & Distillers Ltd. at 761 Enterprise Crescent.

 

2.

DEVELOPMENT PERMIT APPLICATION - 4211 COMMERCE CIRCLE

Report of the Director of Planning dated April 15, 2025.

 

To approve Development Permit DPR01055 to construct a three-storey office and warehouse storage building with variances requested for siting, building height, parking and loading space.

 

3.

5229 CORDOVA BAY ROAD - DEVELOPMENT PERMIT AMENDMENT

Report of the Director of Planning dated April 23, 2025.

 

To approve the Development Permit Amendment for 5229 Cordova Bay Road for the addition of a fence and gate surrounding the development’s parking area.

 

4.

INCREASE AWARD TO TENDER (ITT 25-062) – ROOF REPLACEMENT – SAANICH COMMONWEALTH PLACE

Report of the Director of Engineering dated May 29, 2025.

 

To approve the increase to Tender 25-062 – Roof Replacement – Saanich Commonwealth Place. The current contract value is $271,000, the additional construction services required to support the completion of this project will cause the overall value to exceed the $500,000 signing authority threshold. Funding for this work is available through the Facilities’ Capital Budget.

2024 FINANCIAL INFORMATION ACT SUBMISSION

6.

MUNICIPAL FINANCE AUTHORITY BORROWING - 2025 FALL ISSUE

To authorize borrowing $15,000,000 from the Municipal Finance Authority of British Columbia as part of the 2025 Fall Issue, as previously authorized through Loan Authorization Bylaws.

1.

3383 HARRIET ROAD AND 3442 AND 3444 WHITTIER AVENUE - REZONING AND DEVELOPMENT PERMIT APPLICATION

Report of the Director of Planning dated April 11, 2025.

 

To give three readings to “Zoning Bylaw, 2003, Amendment Bylaw, 2025, 10031” to rezone 3383 Harriet Road, 3442 and 3444 Whittier Avenue from the RS-6 (Single Family Dwelling) Zone to the RA-11 (Apartment) Zone to construct a six-storey residential building with variances requested for setbacks, on-site residential loading space and Transportation Demand Management Plan requirements; and approve Development Permit DPR01063.

 

2.

3950 CAREY ROAD - REZONING APPLICATION

Report of the Director of Planning dated May 13, 2025.

 

To give three readings to “Zoning Bylaw, 2003, Amendment Bylaw, 2025, No. 10159” to amend the existing M-5 (Food Processing) Zone to add “apartment use” as a permitted use to bring the existing Food Manufacturing (Bakery) use and nine units located at 3950 Carey Road into compliance with the Zoning Bylaw.

 

3.

3921, 3925 AND 3933 QUADRA STREET - REZONING & DEVELOPMENT PERMIT

Report of the Director of Planning dated April 1, 2025.

 

To give three readings to “Zoning Bylaw, 2003, Amendment Bylaw, 2025, No. 10129” and rezone 3921, 3925, and 3933 Quadra Street from the RS-6 (Single Family Dwelling) Zone to the RA-11 (Apartment) Zone to construct a multi-unit market development with variances requested for parking, on-site loading space, setbacks, and Transportation Demand Management Plan requirements; and approve Development Permit DPR00903.

RECOMMENDATIONS FROM ADVISORY COMMITTEES

 

1.

CECELIA CREEK FALLS PARK FUNDING AND CONCEPT PLAN

Memo of the Natural Areas, Parks and Trails Advisory Committee dated April 30, 2025.

 

To recommend that Council reaffirm the 2014 community amenity contribution funds of $30,000 for Cecelia Creek Falls Park (Inverness Road Parkland) and direct staff to investigate the feasibility and prioritization of the Cecelia Creek Falls Park Concept Plan. 

 

2.

ACCESSIBILITY AND DIVERSITY, EQUITY AND INCLUSION – REAFFIRMING OUR COMMITMENT TO THE VALUES WE HOLD DEAR IN SAANICH

Memo of the Accessibility and Diversity, Equity and Inclusion Advisory Committee dated May 20, 2025.

 

To reaffirm our commitment to the values of respect, dignity, and opportunity for all.

 

3.

CO-OPERATIVE HOUSING

Memo of the Housing Affordability Standing Committee dated May 30, 2025.

 

To recommend that Council request staff to consider including cooperative housing as an eligible housing form as part of the two-year review of the Rapid Deployment of Non-Market Housing.

REPORTS FROM MEMBERS OF COUNCIL

 

1.

ADOPTING EUROPEAN ELEVATOR STANDARDS TO IMPROVE ACCESSIBILITY AND AFFORDABILITY

Notice of Motion from Councillor Phelps Bondaroff from the Council meeting of May 12, 2025.

 

That the Union of British Columbia Municipalities advocate to the Province to adopt European codes and standards for elevator construction and maintenance, reducing building costs and encouraging more elevators to be installed in new buildings.

 

2.

LOBBYIST REGISTRATION

Notice of Motion from Councillor Phelps Bondaroff from the Council meeting of May 12, 2025.

 

That the Union of British Columbia Municipalities request the Provincial Government establish and administer an opt in lobbyist registration and regulation system for municipal governments similar to the provincial mechanism under the BC Lobbyist Registration Act.

 

3.

DECLARING HOUSING AS A HUMAN RIGHT

Notice of Motion from Councillor Phelps Bondaroff from the Council meeting of May 12, 2025.

 

That the Union of British Columbia Municipalities call for the BC Government to enshrine housing as a human right in legislation and forthcoming housing and homelessness strategies ensuring that housing policy in British Columbia is grounded in principles of equity, accessibility and accountability and the inherent dignity of all people.

 

4.

QUADRA MCKENZIE VISION PLAN AND CHARETTE

Notice of Motion from Councillor Chambers from the Council meeting of May 12, 2025.

 

That Council direct Staff to:

  1. Organize a community-led design charrette and establish a Community Advisory Group to co-create a vision plan for the Quadra-McKenzie, including meaningful participation from residents, local businesses, and institution; and
  2. Ensure the development prioritizes deeply affordable housing (inc. co-ops), protects the urban forest and green corridors, and reflects the neighbourhood’s existing character, scale, and environmental values.
