1.

4080 GORDON HEAD ROAD - REZONING AND DEVELOPMENT PERMIT APPLICATION

Report of the Director of Planning dated February 12, 2025 and Memo of the Director of Legislative and Protective Services/Corporate Officer dated February 17, 2025.

 

To rescind third reading of Zoning Bylaw, 2003, Amendment Bylaw, 2024, No. 10080 and then re-read in third reading with the revised motion containing the correct covenant information; give final reading to “Official Community Plan Bylaw, 2023, Amendment Bylaw, 2024, No. 10079” to allow a four-storey building in a Neighbourhood at 4080 Gordon Head Road; and “Zoning Bylaw, 2003, Amendment Bylaw, 2024, No. 10080” to create a new CD-9FE (Comprehensive Development – Feltham East) Zone and rezone the property from the RS-10 (Single Family Dwelling) Zone to the new CD-9FE Zone to construct a multi-unit, four-storey apartment building with an at-grade cafe and 23 units of townhouses in six, three-storey buildings; and approve and issue Development Permit DPR00794. 

 

2.

4155 NORTH ROAD - FINAL READING

Memo of the Director of Legislative and Protective Services/Corporate Officer dated February 25, 2025.

 

To give final reading to “Zoning Bylaw, 2003, Amendment Bylaw, 2025, No. 10119” to rezone a portion of 4155 North Road from the RS-6 (Single Family Dwelling) Zone to the RS-4 (Single Family Dwelling) Zone, in association with a subdivision application to create one additional lot (two lots total) for single family dwelling use; and approve and issue Development Variance Permit DVP00505.

 

3.

BUILDING AND SWIMMING POOL FENCE BYLAW AMENDMENTS

To give final reading to “Building Bylaw, 2019, Amendment Bylaw, 2025, No. 10050” and “Swimming Pool and Liquid Storage Tank Fence Bylaw, 1998, Amendment Bylaw, 2025, No. 10141” to amend bylaws to align with the digital application process, make updates that align with industry practice, and provide minor housekeeping changes.

 

4.

DELEGATION AUTHORIZATION BYLAWS NO. 10142 AND 10121

Report of the Director of Planning dated March 5, 2025.

 

To rescind and re-read third readings of “Delegation Authorization Bylaw (Development Variance Permits), 2025, No. 10121” and “Delegation Authorization Bylaw (Development Permits), 2020, Amendment Bylaw, 2025, No. 10142” to correct two sections that erroneously referred to delegating a minor variance to “increase” a regulation, than to “decrease”. The same error is contained in both proposed bylaws and pertain to regulations for combined setback and building separation.

SUBDIVISION AND DEVELOPMENT VARIANCE PERMIT APPLICATION

Report of the Director of Planning dated February 6, 2025.

 

To approve Development Variance Permit DVP00521 for 2660 and 2670 MacDonald Drive East to allow variances to lot width and engineering requirements in association with a subdivision application.

 

2.

DEVELOPMENT VARIANCE PERMIT APPLICATION

Report of the Director of Planning dated February 12, 2025.

 

To approve Development Variance Permit DVP00533 for 5111 Del Monte Avenue to vary the permissible heights for a single-detached dwelling.

 

3.

805 CLOVERDALE AVENUE (780 TOLMIE AVENUE) - STAPLES - DEVELOPMENT PERMIT AMENDMENT

Report of the Director of Planning dated February 18, 2025.

 

To approve Development Permit Amendment DPA01070 for 805 Cloverdale Avenue to allow one additional fascia sign on the north elevation of the Staples building.

5550 WEST SAANICH ROAD - AGRICULTURAL LAND RESERVE NON-FARM USE, REZONING AND DEVELOPMENT VARIANCE PERMIT APPLICATION

Report of the Director of Planning dated February 18, 2025.

 

To support the application to the Agricultural Land Commission for 5550 West Saanich Road for Non-Farm Use to allow retail sales and storage use of a barn and allow liquor sales out of the Red Barn Market retail storefront in the Agricultural Land Reserve.

 

5.

AWARD OF REQUEST FOR QUOTATION (RFQ 25-003) – SIGN SHOP BLANKS AND PRODUCTS

Report of the Director of Engineering dated February 25, 2025.

 

To approve the award of RFQ 25-003 – Sign Shop Blanks and Products to Universal Traffic (258) dba. Valley Systems Traffic Systems Inc. for an estimated total of $193,587.55 for one year with an option to extend the contract for four additional one-year terms.

 

6.

GRANT APPLICATION - CANADA HOUSING INFRASTRUCTURE FUND, DIRECT DELIVERY STREAM: BRETT SEWER LIFT STATION AND FORCEMAIN UPGRADE PROJECT

Report of the Director of Engineering dated February 26, 2025.

 

To approve the grant application to the Canada Housing Infrastructure Fund, Direct Delivery Stream, for up to 40% of the eligible costs for the the Brett Sewer Lift Station and Forcemain Upgrade Project.

BYLAWS FOR THREE READINGS

 

1.

ZONING BYLAW AMENDMENTS TO PERMIT DEER FENCES AND DEER FENCE EXTENSIONS

Report of the Director of Planning dated January 28, 2025.

 

To give three readings to “Zoning Bylaw, 2003, Amendment Bylaw, 2025, No. 10111” to allow a visually permeable extension to fence height regulations to support the protection of food crops, landscaping, trees, and other sensitive areas from deer.

2.

RICHMOND ROAD IMPROVEMENT PROJECT – 2543 RICHMOND ROAD APPROVING AUTHORITY EXPROPRIATION AUTHORIZATION

For Council, as the “approving authority,” to approve the expropriation of the fee simple interest in a portion of 2543 Richmond Road (shown in heavy black outline and marked as “EXPROPRIATED AS ROAD” on Plan EPP138039 and attached to the staff report.
